For much of history, food control rested on visual inspection and on spotting products that had already spoiled. With the development of microbiology in the nineteenth century, however, thanks to scientists such as Louis Pasteur, it became clear that invisible micro-organisms could cause disease, and the first scientific controls on food were born. By the middle of the twentieth century, the growth of the food industry and of international trade made the need for uniform criteria obvious. In 1963 the Food and Agriculture Organization and the World Health Organization created the Codex Alimentarius Commission, regarded as the foundation of modern food safety regulation. Codex developed standards, guidelines and codes of practice to protect consumers and facilitate international trade.

In the 1960s the aerospace industry drove a revolutionary change. The Pillsbury Company, together with NASA, developed the HACCP system (Hazard Analysis and Critical Control Points) to guarantee absolutely safe food for astronauts. HACCP replaced the traditional approach based on final inspection with a preventive one, focused on identifying and controlling hazards before they occur. Through the 1980s and 1990s, HACCP was adopted globally by governments, regulators and food industries.

In parallel, prerequisite programmes appeared: cleaning and disinfection, pest control, sanitary maintenance, supplier control and staff training. As markets globalised in the 2000s, more robust certification systems emerged. Standards recognised by the Global Food Safety Initiative were developed, such as BRCGS Food Safety, FSSC 22000, SQF and IFS Food. These standards combined HACCP with management systems, food safety culture, risk management and continuous improvement. Food safety today rests on a preventive, scientific approach that brings together the Codex General Principles of Food Hygiene, HACCP, prerequisite programmes, risk assessment, traceability, food defence, food fraud prevention and food safety culture. Modern standards aim not only to produce safe food but also to protect companies' reputations and strengthen the confidence of consumers and international markets. In short, food safety standards have travelled from the simple inspection of finished products towards comprehensive management systems built on prevention, science and continuous improvement, becoming a cornerstone of the modern food industry.

Pest management in BRCGS Food Safety Issue 9

Looking in detail at a standard such as BRCGS Food Safety Issue 9, we find that it devotes a whole section to pest management, within chapter 4.14, setting out specific requirements intended to ensure that organisations implement preventive, documented, risk-based systems.

Prevention as the backbone of the programme

The philosophy of version 9 is clear: pest control should no longer be about killing pests, but about preventing their presence through a comprehensive Integrated Pest Management (IPM) approach. The standard requires pest management to form part of the organisation's food safety culture and to be integrated with prerequisite programmes, the HACCP system, infrastructure management, maintenance, cleaning and continuous improvement. The fundamental principle of BRCGS is prevention, and clause 4.14 opens with a forceful statement: “The whole site shall have an effective preventive pest management programme that minimises the risk of pest presence and allows a rapid response to any incident.”

From treatments to prevention

For many years companies judged their pest programmes by the number of treatments carried out or the number of bait points installed. BRCGS V9, however, requires the organisation to demonstrate that it is working to stop pests entering, establishing themselves and breeding inside the facility. That means giving priority to physical exclusion, sanitary design, preventive maintenance, waste management, cleaning, removal of harbourage, removal of water sources and removal of food sources. Chemical treatments are regarded as a complementary tool, not the basis of the programme.

Scope and responsibilities

As to the scope of the pest management programme, the standard requires it to cover the whole facility and all pests identified through risk assessment, and requires pest management to be administered by competent people, whether third parties or in-house staff with demonstrable competence. Where an external company is used, BRCGS requires a formal contract, which must set out the scope of the service, the frequency of visits, the provider's responsibilities, the site's responsibilities, emergency procedures, procedures in the event of infestation and compliance with applicable legislation. One of the most frequent audit findings is a failure to define responsibilities between the food business and the pest provider.

Trend analysis and continuous improvement

One of the main differences between traditional programmes and those BRCGS requires is the obligation to analyse trends. Gathering records is not enough: the point is to build meaningful information that supports decision-making through a critical, analytical and interpretative exercise. Other significant themes are the requirement for periodic reviews of the programme so that improvement opportunities can be identified and implemented, the management and closing out of recommendations, the ability to respond to infestations, the recording of the efforts made and of findings, training and the embedding of food safety culture, and the integration of pest management into the HACCP system.

Conclusion

In conclusion, version 9 of BRCGS has raised the bar significantly for pest management. The approach has evolved from a traditional control programme into a genuine management system built on risk, prevention, trend analysis and continuous improvement. The standard requires organisations to demonstrate that they understand the causes that favour pest presence and that they work systematically to remove them before they pose a risk to food safety. The companies that achieve the best results in BRCGS audits are not necessarily those that use the most pesticides, but those that have developed a solid preventive culture grounded in sanitary design, maintenance, cleaning, physical exclusion, data analysis and management commitment. In that context pest management ceases to be an operational activity and becomes a strategic component of food safety and of brand protection.
